The Miami Beach Capital Improvement Project Department is a billion dollar department that the City uses to constantly improve the overall function of city utilities and services. In an election year at the height of a recession, a billion dollar department faces a lot of scrutiny. More than a normal annual report, this report had to highlight all the accomplishments of the department as well as be a part of a broader PR campaign to spare the department from being privatized, possibly eliminating hundreds of jobs. By using graphics, charts and statistics, maps, and compelling photography, the annual report felt less like propaganda and more hard-hitting and substantive.
